District 9 is one of the twelve Districts of Panem. It is one of the smallest and poorest districts, and is located in the south of the country, bordering District 10 and District 11. District 9's designated industry is grain. It has a population of about 700 thousand.
Despite its economic hardships, District 9 is still seen as a popular tourist destination for Capitol elites eligible to visit the districts. It has close diplomatic relations to its neighbors District 10 and District 11.
Settlements[]
District 9 has seen very little urbanization, and over 90% of its residents reside in small towns. Irene is the only city in the district. Most residents reside on their own farms, where various crops are grown.
